Degree in Legal Sciences. Lawyer of the Courts of the Republic of the Pontifical Catholic University of Ecuador and Doctor of Jurisprudence.

He has served as a lawyer for the State Comptroller General, Executive Director of the National Library System and National Director of Cultural Development of the Ministry of Education and Culture.

He is currently director of the FLACSO Library, postgraduate professor at the Central University of Ecuador, Universidad Andina Simón Bolívar in Bolivia, consultant for the Structuring of the National System of Libraries of Ecuador and chairs the Ecuadorian Association of Librarians AEB
