He obtained the degree of Engineer in Electronics and Telecommunications from the National Polytechnic School. Later he completed his master's degree in that branch at the same educational institution.

He has been a public servant at the National Institute of Meteorology and Hydrology. He has experience in coordinating innovation and technological development, advice, consulting, operation and maintenance of hydrometeorological stations, equipment, preventive and corrective maintenance of medical equipment, infrastructure security, energy issues such as oil and electricity generation, and scientific research.

He has been a technical representative before Senatel, professor at the Faculty of Education Sciences and Business Engineering in Statistics, Computing, Mathematics and Physics. He has also given several computer and telecommunications seminars, both nationally and internationally.
